Hwaseong, and Icheon as special zones for horse industry and has been building infrastructure for the horse industry by supporting horse riding facilities. Last year, the "Youth Equestrian Festival with Family," a festival of horseback riders, was held at the site of the new office of the Gyeonggi Provincial Government in Gwanggyo, Suwon, which received great response. Gyeonggi Province plans to expand the horse industry to various projects, including the "Visiting Horse Breeding Support Project," which supports the breeding of various breeds in horse production farms this year. I hope that all of you concerned will show a lot of interest and encouragement so that the horse industry can become the central industry of the region in the future.

When asked about his acceptance speech, Professor Park Geum-ran said, "I am happy to receive a commendation from the Minister of Agriculture despite many people who have worked hard to develop the domestic horse industry," and added, "I will take it as a meaning to contribute more to the development of the horse industry in the future and work hard."Meanwhile, Seorabeol University is actively engaged in volunteer activities related to rehabilitation horseback riding to enhance and promote the image of the domestic horse industry. Masagwa of Seorabeol University participates in nearby rehabilitation centers for the disabled and events for the disabled every year to show rehabilitation horseback riding activities for social participation.

Whether or not to participate in the Jeju Special Provincial Governor's Cup will be decided by comprehensively considering the condition of the horse. I am still young, so I will not overdo it until this year. I will manage the creation more diligently so that I can show a better appearance in a bigger race. The visit to the Hiraga Ranch was met with enthusiastic responses from massage officials, including assistant teachers. Despite the difficult content, Pukyong officials tried to learn by asking a lot of questions to introduce a new teaching method. After doing strong training, they asked a lot of questions such as how and how much rest they needed to take. If horse racing officials understand the principles of the athletic physiology of racehorses, they can scientifically understand what changes will occur when training racehorses.

Professor Park received a commendation from the Minister of Agriculture, Food and Rural Affairs in the livestock sector at the 2017 Gyeongju City End and Transfer Ceremony held at the Gyeongju Arts Center in Gyeongsangbuk-do on the 29th. Professor Park, who was appointed in 2011, has contributed greatly to attracting Seorabeol University from the Ministry of Agriculture, Food and Rural Affairs as an institution to train professionals in the horse industry in 2014, and has devoted himself to research activities to produce professional manpower in the horse industry and develop the horse industry. In addition, he participated in the design and writing of national certificates for rehabilitation horseback riding in Korea,

Therefore, I am confident that it will ultimately establish an important position in the Korean livestock industry in the future. To that end, we need to develop a system and build a control tower that will cultivate experts and streamline management above all else, and the main goal should be to revitalize horse riding for future consumers who will increase demand. In addition, investment and efforts should be spared in nurturing and assisting horse producers in case demand increasesLooking at the success stories of France that we are going to benchmark, the government led the way in controlling the industry to provide various support and publicity, and quickly established an industrial foundation. In the process, we systematized children's education to increase future consumption demand, and it resulted in very satisfactory results.

An incident caused tremendous damage to the entire horse industry, which forced many people, including myself, who ran an actual horse racing course, to overcome a very difficult time.Through the first comprehensive plan for the horse industry, the time of unforeseen trials has come for the Korean horse industry, which was growing at a rapid pace, but in some ways, I think it has provided an opportunity to publicize the area of "riding," which is unfamiliar to the public. Of course, it is believed that the time to recover will take great effort and time to build a bad image to have success with noise marketing.

Only then will the demand for the production of horseback riding be activated and the production of professional horseback riding be profitable. The development and production of excellent Korean-style horseback riding will be carried out naturally if the Korea Federation of Producers is activated, and the livestock farming industry, which the Ministry of Agriculture, Food and Rural Affairs originally intended, will succeed in the FTA replacement livestock policy. Finally, I wish the horse-related business organizations and workers of all over the country a happy and hopeful New Year. The year 2017 was the Year of the Red Chicken. Perhaps that is why there were heated candlelight vigils and major changes in the country.

The message that the Korea Horse Producers Association wants to convey to the Ministry of Agriculture, Food and Rural Affairs is that the first horse industry plan was quantitative growth, while the second horse industry plan is expected to develop in the direction of qualitative growth. Seven years have passed since the world's only horse industry promotion law was enacted and implemented, but the most important agricultural law revision in the horse racing sector has not been made. In order to install rural horse riding facilities, existing farmland must be converted into sports land, but excessive farmland conversion charges are a big burden.

In particular, it was a year that caused even more damage to the operators of horse racing courses across the country in difficult conditions due to some kind of incident, such as Choi Soon-sil's manipulation of state affairs, which made the public aware of the bad image of the horse racing sector, and Jeong Yu-ra's horse riding privileges. In addition, it was a disappointing and regrettable year for professional horse racing producers and horse breeding farmers. Historically, the year of martial arts is a year when eventful events are completed and combined. It is said that it is a year when soil and soil meet and mix with big soil like Musan and alcohol, so it is a auspicious year for the Golden Dog.

It supports research and development in the smart agricultural sector and secures sales channels, and provides re-challenge opportunities using the farmland purchase system to support management rehabilitation. We will ensure that the effect of increasing productivity by spreading smart farms can lead to an increase in exports of fresh agricultural products. We will strengthen breeding density, facilities, and management standards by creating a roadmap for animal welfare livestock to prevent livestock diseases and ensure food safety. From July this year, a wider breeding density standard will be applied to new farms. We will provide funds for facility improvement so that livestock farmers can switch to strengthened permit standards early.

Farmers are still worried about natural disasters and insecurity in supply and demand. The people are demanding fundamental improvements in agricultural safety, livestock diseases, and the livestock environment. As the FTA's tariff reduction effect has been in full swing, competition with imported agricultural and livestock products in the domestic market is intensifying. Now, it is an important time for our agriculture to overcome this reality and lay the foundation of agriculture to move forward into the future. Agricultural farming in the Moon Jae In government is people-centered farming that values the income and quality of life of farmers and the health and safety of the people.

I worried a lot even before the race until I crossed the finish line. He looked distracted during training ahead of the competition, but I think he focused well at the moment during the race. When Chang-se was in the lead, his performance was better, so I ordered rider Lee Chan-ho to take the lead. Even if it was a bit overwhelming in the beginning, he told me to take the lead. I was very nervous as I seemed to be overtaken with 100 meters to go before the finish line. However, Changse seems to have been able to withstand it because of his strong will to not lose if a horse is next to him. Actually, today's condition was not the best. Lee Chan-ho is the right flag bearer for Changse. He has the habit of leaning inward after four corners, but since Lee Chan-ho is a left-handed rider, he was able to cover his weaknesses well. Changse is still three years old, and he is very young.

Agricultural accident insurance provides new farmers' safety insurance products with enhanced coverage to the level of industrial accident insurance by setting an upper limit on premium rates. We will reduce frequent drought and inundation damage through water system connection projects and drainage improvements, and strengthen earthquake resistance to old repair facilities in preparation for earthquakes. We will actively respond to the ongoing negotiations on the revision of the Korea-US FTA in accordance with the government's position that additional opening to the agricultural sector is impossible.

Like the Central Council for Production, we will strengthen the governance system between the government and the producers' organizations for each item and adjust the supply and demand from the pre-production stage, such as adjusting the cultivation area. We will prepare a manual for controlling supply and demand throughout the entire production process from sowing to shipping, and increase the reliability of agricultural observation by utilizing advanced devices such as big data and drones. We will prepare for a complete reorganization of the direct payment system in the direction of increasing the unit price of field agriculture, conditional disadvantage, and eco-friendly direct payment, and enhancing the public function of agriculture and rural communities.

Starting this year, the Ministry of Agriculture, Food and Rural Affairs will begin agricultural reform in earnest to create a "country that farms without worries and consumes with confidence." We will focus on the top 10 policies so that the national tasks of stabilizing the income of farmers, strengthening the foundation of the sustainable agri-food industry, supplying safe food to the people, and creating welfare and rural areas where people want to live can produce tangible results. We will reduce the cultivation area of rice by 50,000ha this year by carrying out the 'Project to Support the Cultivation of Threshing of Rice'. We will prepare mainly forage and regional specialized crops to minimize the impact on the supply and demand of other crops.

When setting standards and items for livestock inspection that are applied at the site, prior consultation between relevant ministries is mandatory, and joint inspections are conducted by relevant ministries when hazardous substances are detected. At the end of last year, we were able to inform you of the revision of the Enforcement Decree of the Improper Solicitation Act. The upper limit of gift expenses for agricultural and fishery products and processed agricultural products has been raised from 50,000 won to 100,000 won. The upper limit for congratulatory events will be lowered to 50,000 won, but it will be allowed up to 100,000 won when including wreaths. From this Lunar New Year holiday, we expect that it will help solve difficulties in farming households, such as the expansion of sales of agricultural and livestock products.

Although I participated with the goal of winning the championship, I was worried that it would not be an easy race because there were many strong opponents ahead of the competition. I would like to thank all the horse racing players, including Teacher Park Jae-woo, who had a hard time winning the championship under difficult conditions. Teacher Park recommended me to meet 'Changse', and when I went to meet him at the ranch, I was very happy to see 'Changse' lead the way at the front of the group. I extended two fingers at the awards ceremony, and one thumb was raised at the Sports Seoul Cup. Personal greed allows you to spread out all five fingers. Thank you to the horse racing fans who always support 'Changse'. I think there was a victory today because there were horse racing fans who didn't forget to support me.

We have resolved the conflict over the agricultural sector. The issue of refunding preferential rice payments made in 2016 could be resolved smoothly by continuous dialogue with farmers' organizations. The issue of over-the-counter sales offices in Yongsan and Daejeon, which had been in sharp conflict with the local communities for a long time, was also decided through social compromise. There was also a crisis situation. When red fire ants were found, emergency quarantine measures were taken to resolve the situation early. When an insecticide egg incident occurred, all farms were banned from being shipped immediately upon detection, and all unsuitable eggs were discarded by conducting a thorough inspection.
