Like the Central Council for Production, we will strengthen the governance system between the government and the producers' organizations for each item and adjust the supply and demand from the pre-production stage, such as adjusting the cultivation area. We will prepare a manual for controlling supply and demand throughout the entire production process from sowing to shipping, and increase the reliability of agricultural observation by utilizing advanced devices such as big data and drones. We will prepare for a complete reorganization of the direct payment system in the direction of increasing the unit price of field agriculture, conditional disadvantage, and eco-friendly direct payment, and enhancing the public function of agriculture and rural communities.

The more difficult it is, the more principles you should follow and try to have perfect facilities. The same goes for instructors' labor costs. If you try to give them less and work a lot because the situation is difficult, they can't stand it and leave. Of course, there are some instructors who are not basic. I have experienced several such instructors. After teaching for a long time, I often come when I want to use it, and disappear without saying anything. As an operator, there was no countermeasure. Still, I endured well without playing tricks. Among the instructors, a true wife married our son and became a daughter-in-law. Since the family ran the horse-riding course together, the horse-riding business has been more stable since then. Today is not the only day to ride horses. Even if we lose money right now, we need to operate the horse-riding course based on the standard of the rider, thinking that tomorrow will be a plus.

Starting this year, the Ministry of Agriculture, Food and Rural Affairs will begin agricultural reform in earnest to create a "country that farms without worries and consumes with confidence." We will focus on the top 10 policies so that the national tasks of stabilizing the income of farmers, strengthening the foundation of the sustainable agri-food industry, supplying safe food to the people, and creating welfare and rural areas where people want to live can produce tangible results. We will reduce the cultivation area of rice by 50,000ha this year by carrying out the 'Project to Support the Cultivation of Threshing of Rice'. We will prepare mainly forage and regional specialized crops to minimize the impact on the supply and demand of other crops.

When setting standards and items for livestock inspection that are applied at the site, prior consultation between relevant ministries is mandatory, and joint inspections are conducted by relevant ministries when hazardous substances are detected. At the end of last year, we were able to inform you of the revision of the Enforcement Decree of the Improper Solicitation Act. The upper limit of gift expenses for agricultural and fishery products and processed agricultural products has been raised from 50,000 won to 100,000 won. The upper limit for congratulatory events will be lowered to 50,000 won, but it will be allowed up to 100,000 won when including wreaths. From this Lunar New Year holiday, we expect that it will help solve difficulties in farming households, such as the expansion of sales of agricultural and livestock products.

We have resolved the conflict over the agricultural sector. The issue of refunding preferential rice payments made in 2016 could be resolved smoothly by continuous dialogue with farmers' organizations. The issue of over-the-counter sales offices in Yongsan and Daejeon, which had been in sharp conflict with the local communities for a long time, was also decided through social compromise. There was also a crisis situation. When red fire ants were found, emergency quarantine measures were taken to resolve the situation early. When an insecticide egg incident occurred, all farms were banned from being shipped immediately upon detection, and all unsuitable eggs were discarded by conducting a thorough inspection.

First of all, we considered stabilizing rice prices as the first step in restoring trust in the agricultural government, and through close communication with farmers' organizations and related ministries, we decided on early harvest season measures to isolate 720,000 tons of rice from the market, the largest volume ever. Thanks to this, rice prices, which remained at the level of 20 years ago, exceeded 150,000 won immediately after the announcement of the measures, and have continued to rise until now. The purchase price of public reserve rice and market isolation grains from 2017 increased by 19% compared to the previous year, and we have completed the purchase price of 52,570 won per 40 kg bag of rice by the end of last year.

I would like to express my gratitude and condolences to the farmers and quarantine officials who are making all-nighter efforts to prevent the spread of avian influenza even at this time. In particular, I pray for the repose of the late Kwon Sam-joo of Gokseong County Office, who changed his reputation after devoting himself to quarantine work on December 23, and express my condolences to the bereaved families. We will make a Korea safe from livestock diseases in the wake of the deceased's will. The Moon Jae In government, which was launched in May last year with the hope of the people, tried to restore trust in the agricultural government and find a solution to the current issue, even though it was a short period of time.

Thank you for telling me a lot about the importance of hillside. I plan to introduce hillside in Pukyong in the future. However, it takes time to make it. I know that in the past, it was said that a treadmill can also produce a hillside effect, but to achieve an effect similar to that of a hillside, how can you use a treadmill? The hillside is usually made with a 4% slope, but when using a treadmill, you can set it at 10% and run a racehorse. When using a treadmill, it is only a treadmill, so you should use a higher slope than a general hillside. However, while treadmills can improve cardiopulmonary function, they are inferior to other effects such as running ability. In order to gain the ability to run, you must have them run themselves.

Regarding the pesticide egg wave, which has become a social issue, we will strengthen the management and supervision authority of the Korea Food Safety and Management Certification Institute and emergency inspections of HACCP-certified farms to improve the overall business process so that safe livestock products can be distributed by canceling certification when harmful substances such as pesticides are detected. We will push for early exports of items that have been suspended due to the outbreak of domestic diseases, support stable and continuous quarantine of items that are being exported such as samgyetang, reorganize the system for systematic management and support of export agricultural products from the production stage to the export stage,

In addition, we will advance the management of plant pests by quickly detecting pests that are concerned about exporting countries such as fruit and burn disease by utilizing unmanned aerial vehicles and unmanned forecasting trap technology and conducting scientific epidemiological investigations through genetic analysis. We will thoroughly conduct border quarantine at airports to prevent the inflow of harmful overseas diseases and plant pests, and in particular, we will do our best to block the inflow of diseases by preemptive measures such as monitoring and inspecting all countries for the outbreak of African swine fever, which is a foreign livestock disease, and strengthening the inspection of foot-and-mouth disease,

Food and Rural Affairs Quarantine Headquarters will play its role as a watchman to defend against livestock diseases and plant pests at the forefront this year. To this end, the quarantine headquarters will set up four core tasks aimed at the core values of One-Health, field-oriented, communication cooperation, future response, consumer-oriented, and science-based and focus on promoting them with the aim of "FIRST; Field, Innovation, Responsibility, Service, and Trust." We will make all-out efforts to prevent the spread of highly pathogenic avian influenza, which is currently occurring intermittently in duck farms, and to end it early. We will make preemptive and effective quarantine management possible through

Working in the hills improves cardiopulmonary function. Children who are good at sports quickly breathe back to normal when they finish running, just like we do when we run competitions, but those who are not good at sports are very overwhelmed. The same goes for racehorses. Running uphill improves cardiopulmonary function, allowing you to breathe stably. Going up on the hind legs reduces the risk of injury. You can also correct your posture. When racehorses try to run with their heads up, they naturally lower their heads to run when they are teaching on the hillside. Also, the hillside is very important, such as enabling interval training.

Although the ability of racehorses does not immediately improve by introducing athletic physiology, it can provide a scientific basis for why the Martha herself is training racehorses. The work of developing a scientific argument in intuition is referred to as the motor physiology of racehorses. It can be an opportunity to pay attention to the meaning of training and what changes are made by teaching racehorses. Introducing athletic physiology does not immediately improve a racehorse's ability. However, if you study the motor physiology of racehorses, you can shed more doubt and focus on making stronger horses because it can provide scientific grounds for why you are conducting these training.

Convention on Plant Protection was successfully held in Songdo, Incheon, where 360 national representatives from 120 countries participated. As such, last year, the quarantine headquarters ran tirelessly to create a "healthy livestock environment for animals and the people" based on the efforts of all employees and to realize a "border quarantine that protects the agricultural and livestock environment." The role and duties of the quarantine headquarters are becoming increasingly heavy due to the global spread of national disaster-type livestock infectious diseases and high-risk plant diseases, the increased likelihood of inflow into Korea, the continued emergence of new and mutated animal diseases, increased demand for field-solving research,

North Jeolla Province on November 17, additional outbreaks have caused concern to livestock farmers and the people in Yeongam, South Jeolla Province, and Jeongeup, North Jeolla Province, but with a sense of mission to eradicate it as soon as possible, we have focused on preventing the further spread of the disease and ending it early through precise diagnosis and epidemiological investigations. And as foreign red fire ants were found through preliminary observation at the container yard at Gamman Pier in Busan Port on September 28, we have strengthened quarantine and observation at major ports by mobilizing all available personnel. In addition, we have implemented rapid control work with related ministries to prevent foreign red fire ants from entering and spreading in Korea.

Rural promotion officials will get closer to farmers and the public with such dog friendliness, listen to the voices of the field and practice them. We will continue to innovate the way we work to establish an organizational culture that values the field and customers. We will strengthen communication with the field by thinking from the perspective of farmers and the public and reflecting the voices of consumers from the planning stage of the project. This year, the Winter Olympics, a global festival, will be held in Pyeongchang, Korea. In preparation for the Olympics, we will actively support them to be recorded as the most successful Olympics in which farmers and the public participate together by thoroughly preventing livestock diseases such

After developing the world's first mini-antibody (3D8) protein that inhibits the proliferation of low-pathogenic avian influenza last year, we will do our best to prevent livestock diseases by improving the breeding environment and strengthening the safety management system this year.In order to expand exports of fresh agricultural products, we will support difficult technologies in the field, such as leading maintenance technologies after harvest, and strive to transfer customized agricultural technologies to developing countries as well as strategic cooperation with advanced agricultural countries. We will create new added value by linking local resources and agricultural products with secondary and tertiary industries such as processing,

We will expand the base for proper rice production and production of field crops through the development of technology for mechanizing field crops using rice paddies, and promote rice consumption by promoting processing industries such as the development of varieties and processed foods exclusively for rice flour. We will develop varieties and cultivation technologies that can adapt to climate change such as drought and heat waves at all times, introduce tropical and subtropical crops to foster them as new income crops, and strive to develop rapid control technologies against diseases and pests. We will protect the people's healthy table by establishing a safe food production and supply system such as eco-friendly ecological agriculture and safety management of agricultural materials.

I would like to express my deep gratitude to the farmers and the public officials for rural development who are wisely overcoming the challenges posed by agriculture and rural communities during the past year, including drought, hail, and avian influenza. Again this year, Korea's agriculture and rural communities are facing major changes and challenges, including expansion of market opening such as FTA, climate change, and aging population. The huge wave of the Fourth Industrial Revolution, which brings about innovative changes in the national system, society and life, is also coming in. However, these changes and challenges can be new opportunities depending on how we accept and utilize them.

Hwaseong, and Icheon as special zones for horse industry and has been building infrastructure for the horse industry by supporting horse riding facilities. Last year, the "Youth Equestrian Festival with Family," a festival of horseback riders, was held at the site of the new office of the Gyeonggi Provincial Government in Gwanggyo, Suwon, which received great response. Gyeonggi Province plans to expand the horse industry to various projects, including the "Visiting Horse Breeding Support Project," which supports the breeding of various breeds in horse production farms this year. I hope that all of you concerned will show a lot of interest and encouragement so that the horse industry can become the central industry of the region in the future.
