First of all, I was very disappointed in many ways in this Korea Sprint competition. I had high expectations because I managed well and was in good condition. I had a strong goal that the "Return Whaling Ship" would win and protect the pride of the Republic of Korea and become a stepping stone to Part 1. There were obstacles and the operation didn't go as planned, but you saw me running tremendously on the last course. If it had been 10 meters longer, you would have won. You have been riding horses since your grandfather's grandfather, and there was a congratulatory speech in Gangseo-gu, Busan. You often rode outside the Nakdong River at the site. Since the time of Ttukseom Racecourse, I have bid for horses and received them.

Wasn't it especially hot last summer? When I was in Jungbok, I prepared 1,100 samgyetang chickens and 2,200 people. I also sponsored 15,000 bottles of water because I heard that I was in desperate need of bottled water. To edify a person is as difficult as to drill a rock. When I meet them in person, they are reading our inner thoughts, and sometimes they act senselessly. However, as the saying goes, "You shouldn't hate people even if you hate them, you know it's hard, but when you socialize together, you understand the truth. I do this because I enjoy myself. Sharing my heart and soul makes me feel better.

In order to establish the basis for the application of the rating system, the Korea Racing Authority will first implement the first-tier handicap race, which clearly reveals the racing ability of the race, and the second-tier race will be implemented in November, when the race horse rating is expected to stabilize. The rating will be announced on the Korea Racing Authority website and today's race, and the announcement will be made before 5 p.m. every Wednesday, divided into "general rating," which includes the rating of racehorses registered as racehorses in the 1st and 2nd groups, and "weekly rating change details," which includes changes in the rating of the race horse in Jeonju. Although not confirmed, the plan to strengthen the competitiveness of Korean racehorses, which is envisioned by the Korea Racing Authority, includes the introduction of excellent horses and the establishment of an industrial feedback system for horse racing sales.

He is also active in society, including the chairman of the Busan Detention Center Correctional Council, the chairman of the Busan Bukbu Police Station Youth Guidance Commission, the chairman of the Korea Youth Leaders Association, the chairman of the Busan branch of the Korea JC Special Association, and the co-chairman of the National Happiness Practice Movement. Having walked on a path for a lifetime, I could feel that he was full of joy, pride, passion, and consideration throughout the interview. At that time, the society was not in an atmosphere that recognized the face-to-face association.

The Jeju Racecourse is a horse made in Jeju, and it is doing its part to preserve natural monuments and provide attractions by racing. With 28 years of history, the Jeju Racecourse should now be a horse race that goes around the world, not just a horse race. There are many countries in the world that race with local specialties. England's Sherland, Shire, and China's Yirima are also racing there. We wish Jeju horses the first year of globalization along with their unique varieties. We hope that you will show a lot of interest in the New Year to the people who race with small horses.

In particular, horse racing sales have continued to slow down even though the number of races and the number of days released has increased since 2002, and the horse racing population has also been reorganized mainly for enthusiasts due to a sharp drop in new customers, down 42 percent in 10 years. An official from the Korea Racing Authority said, "Korea Racing Authority has reached the limit of race supply by continuing to increase the number of days released, and the quality of racing has deteriorated due to the expansion of the race supply, which has led to a drop in horse racing demand, resulting in a drop in horse racing's business performance, which eventually leads to a vicious cycle of expanding the race supply again," explaining the background of the race system reform, saying that essential approaches for innovation across horse racing are urgently needed to break the vicious cycle.

First, we will strengthen public-private cooperation research to put the original technology for localization of foot-and-mouth disease vaccines into practical use at an early stage, and build a new BL3 facility specializing in the diagnosis of foot-and-mouth disease. In addition, we will promote the development of AI bio-toxic vector vaccines and the certification of avian influenza OIE standard laboratory to establish AI prevention technology. We will strive to develop technology to respond to diseases that are less productive in livestock farms and establish two-way channels with diagnostic institutions nationwide, and build a new quarantine laboratory facility to promote research on honeybee diseases.

test008

We will also strengthen the management of non-vegetative routes by designating and managing items that are feared to be contaminated by pests through risk analysis, and conducting monitoring and surveys at ports such as Busan and Incheon for general containers brought in from areas where red fire ants are feared to enter. In addition, we will continue to make efforts to secure the safety of livestock products in the production stage, such as preparing measures to reduce antibiotics and establishing a consultative body for antibiotic resistance according to the results of monitoring antibiotic resistance in the livestock sector.

Despite our efforts, the possibility of national disaster-type livestock diseases and high-risk plant pests entering Korea is increasing day by day due to the expansion of international trade and climate change. In addition, due to the improvement of the quality of life, the public's eye level on the safety management of agricultural and livestock products and the level of animal protection and welfare is increasing. Based on the experience and expertise accumulated this year, the Agriculture, Livestock and Quarantine Headquarters will do its best to realize the "one-health public interest value for building a healthy and sustainable agricultural industry foundation.

In addition, strategic export quarantine negotiations with other countries allowed ships to Argentina and India, mushrooms to Brazil, and expanded our export market for agricultural and livestock products by resuming chicken exports to Vietnam and Hong Kong, which were suspended due to AI outbreaks. In addition, it was certified as the first Salmonella OIE Standard Laboratory in Asia, and the world's first commercialization of a simple diagnosis kit for foot-and-mouth disease was selected as the top 100 national R&D excellence, and the Plant Quarantine Nitrogen Filling Disinfection Technology was selected as the top 10 representative technologies to respond to climate change.

Last year, the runner-up at the Breeders' Cup, which is considered the world horse racing festival of the Korean Racing Association's K-Nix selection horse, "Nixgo," was a feat that gave great hope to Korea's stagnant horse racing industry, and I think it was the starting point for the horse society's efforts to bear fruit. We hope that the second and third Nixgo's birth will be returned to production and that the glory of true world championship through domestic horses will unfold as soon as possible, and we hope that the hopeful Golden Pig Year will be a year of great hope, luck, fulfillment of wishes, and a happy year for all of you.

I think the past year has been harsher and more difficult than any other year due to difficulties in sales, such as falling auction winning rates in our production sector, so the expectations and hopes for the new year are different. We hope that the fertility of pigs will facilitate production and the golden pig's energy will lead to higher auction prices and improved successful bid rates, making everyone rich. The spring day when horse racing sales continued to grow is gone, and now it is time to enter a new growth path with clean, fair and exciting horse racing to overcome the decline in horse racing customers and the decline in sales and the production of excellent horses to produce stama.

The Korea Federation of Horse Industry is seeking to export the racetrack system to neighboring Southeast Asian countries that are interested in Korea's system, such as the Philippines, to overcome the limitations of Korea's excellent horse racing model. It is also to find the two meanings of exporting the operating system and creating jobs. In addition, through collaboration with the horse-related organizations, we will proceed with the horse race, which is the general public and finds the meaning of symbiosis, and the meaning of horses, which are the representative companion of animals, following 2018 to further convince the meaning of familiar and shared horses.

test008

Unfortunately, however, it has not yet been aired for general broadcasting due to the limitations of the broadcasting station's perception of horses. This is also the reason why the cooperation between the Ministry of Agriculture, Food and Rural Affairs, the main body of the horse industry, and the Korean Horse Association is regrettable. The year 2019 is the middle of the second five-year plan to foster the horse industry, and efforts such as youth horseback riding to popularize the horse industry should continue, as well as strengthen their own formal league horse-riding competitions for subsidies and use, and spread public efforts that the whole nation is interested in.

test008

While the second five-year plan for fostering the horse industry has been partially successful in two years at the end of 2018, the year of the golden pig has passed and the new year of the year has come again, which has not been able to overcome the limitations of improving awareness of the horse industry as a whole. In 2018, the Korean Federation of Horse Industries tested and implemented various contents to improve awareness of the right horse culture and to test the win-win model of interacting with the general public to spread the base of the horse industry. Through joint events to link the spirit of sharing, coexistence,

Since we do not have many such manpower yet, we need harmony rather than sharing. In addition, the equestrian facilities approved by the Ministry of Culture, Sports and Tourism are not only in charge of athletes, but are operated as the most important facilities for training horses, and I think it should be recognized as the most important sales market for farmers, especially as a seller of horses. Our industry is currently very poor and small in terms of industry. However, it has a very high growth potential in the future and has the potential to be spotlighted as a high-quality public sports leisure by the people.

test008

Recognizing that reckless competition among these industries rather hinders growth, we need to induce a campaign of harmony and co-prosperity. In addition, public relations should also be carried out to overcome the negative image of horseback riding. Horseback riding facilities are for everyone, and most horse-riding facilities are not just horse-riding businesses for consumers, but are also horse-producing, nurturing, and training institutions. The main purpose and activities are the same wherever the approval authority is. It is necessary for the Ministry of Agriculture, Food and Rural Affairs to embrace the horse-riding facilities without separating them.

However, it has high growth potential in the future and has the potential to be spotlighted as a high-quality public sports leisure. In particular, it has been proven in advanced countries of the horse industry that livestock farming is a new alternative livestock industry that has high growth potential and a high vision for added value. Now is the time to take a breath for two steps forward, and the government needs to think about ways to take the second step forward rather than quantitative growth. It is a very important time to shake off the image damaged by the horse racing corruption and join forces to become a true sports sport.

The Ministry of Agriculture, Food and Rural Affairs needs to embrace the horse-riding facilities without separating them. This is a time when professional manpower is very scarce, and it is an important time for the horse industry. Since the skill of training horses is not a simple skill, farmers who simply produce horses cannot solve this part alone. Since we do not have many such manpower yet, we need harmony rather than sharing.
