First of all, we considered stabilizing rice prices as the first step in restoring trust in the agricultural government, and through close communication with farmers' organizations and relevant ministries, we decided on measures to isolate 720,000 tons of rice from the market, the largest volume in history. Thanks to this, rice prices, which remained at the level 20 years ago, exceeded 150,000 won right after the announcement of the measures, and are continuously on the rise so far. The purchase price of public reserve rice and market quarantine grains from 2017 has also increased by 19% year-on-year, and the purchase price of 52,570 won per 40 kg bag of rice has been completed by the end of last year.

We will secure animal vaccine sovereignty early by advancing pest control vaccine manufacturing technology and establishing an AI antigen bank. In addition, we will contribute to the increase of farm household income by developing vaccines to reduce consumable diseases such as swine flu, which is a major cause of productivity decline in livestock farms, block the inflow by thoroughly monitoring new and mutated diseases that can be introduced from abroad, and actively support the development of stem cell treatments, one of the new growth engines. We will become a national standard outpatient pest research institution by securing expertise in the field of plant quarantine,

Regarding the pesticide egg scandal, which has become a social issue, we will strengthen the management and supervision authority of the Korea Food Safety and Management Certification Institute and emergency inspections of HACCP-certified farms by revising related laws to improve the overall business process so that safe livestock products can be distributed by canceling certification when harmful substances such as pesticides are detected. We will push for early exports of items that have been suspended due to the outbreak of diseases in Korea, support stable and continuous quarantine of items such as samgyetang, and improve the system for systematic management

test008

In addition, we will strengthen the foundation of plant quarantine by making it mandatory to report the detection of pests and to quickly detect and control high-risk foreign pests such as foreign red fire ants, expanding the number of inspection personnel, establishing a nationwide forecast network, and establishing a forecast control center. In addition, we will advance the management of plant pests by quickly detecting pests that are concerned about exporting countries such as fruit burn disease by utilizing advanced unmanned aerial vehicles and unmanned forecasting trap technology, and conducting scientific epidemiological investigations through genetic analysis.

To this end, the quarantine headquarters will focus on setting up four core tasks with the goal of 'One-Health, field-oriented, communication cooperation, future response, consumer-oriented, and science base' and 'FIRST; field, innovation, responsibility, service, and trust' first. We will make all-out efforts to prevent the spread of highly pathogenic avian influenza, which is currently occurring intermittently in duck farms, from spreading and to end it early. We will make preemptive and effective quarantine management through scientific epidemiological analysis based on information and communication technology such as the Internet of Things and big data.

test008

Since the first outbreak of highly pathogenic avian influenza in Gochang, North Jeolla Province, on November 17, additional outbreaks have caused concern to livestock farmers and the people in Yeongam, South Jeolla Province, and Jeongeup, North Jeolla Province. However, with a sense of mission to eradicate it as soon as possible, we have focused on preventing the further spread of the disease and ending it early through precise diagnosis and epidemiological investigations. And as foreign red fire ants were discovered through preliminary observation at the container yard at Gamman Pier in Busan Port on September 28, we mobilized all available personnel to strengthen quarantine and forecasting of major ports.

Despite a number of difficult conditions last year, the quarantine headquarters produced excellent results based on the expertise and know-how accumulated so far. As a case in point, the company achieved the feat of advancing the development of the original technology for foot-and-mouth disease vaccine by one year earlier than originally planned, laying the foundation for the "redemption vaccine sovereignty." In addition, it contributed to the early end of foot-and-mouth disease by developing the world's first simple antigen diagnosis kit for three types of foot-and-mouth disease and applying it to the site.

test008

After developing the world's first mini-antibody protein that inhibits the proliferation of low-pathogenic avian influenza last year, we will do our best to prevent livestock diseases by improving the breeding environment and strengthening the safety management system this year. In order to expand exports of new agricultural products, we will support difficult technologies in the field, such as leading maintenance technologies after harvest, and strive to transfer customized agricultural technologies to developing countries as well as strategic cooperation with advanced agricultural countries. We will create new added value by linking local resources and agricultural products with secondary and tertiary industries such as processing,

Rural promotion officials will approach farmers and the public with such dog friendliness, listen to the voices of the field and practice them. We will continue to innovate the way we work to establish an organizational culture that values the field and customers. We will strengthen communication with the field by thinking from the perspective of farmers and the public and reflecting the voices of consumers from the planning stage of the project. This year, the Winter Olympics, a global festival, will be held in Pyeongchang, Korea. In preparation for the Olympics, we will actively support it to be recorded as the most successful Olympics in which farmers and the people participate together by more thoroughly preventing livestock diseases such as AI

test008

In particular, in preparation for the full implementation of the pesticide permitted substance list management system, we will expand the registration of pesticides ex officio and actively promote pesticide safety use education to produce safe crops and prevent damage to farmers. To this end, we will develop precision growth management software by combining smart farm technology standardization, big data, and artificial intelligence with agriculture, and foster more than 100 smart agricultural experts every year to create a smart agricultural ecosystem. In order to actively foster the seed industry and agricultural biotechnology to enhance the competitiveness of the bio industry and to address concerns about GMOs,

test008

We will expand the base for proper rice production and production of field crops through the development of technology for mechanizing field crops using rice paddies, and promote rice consumption by promoting processing industries such as the development of varieties and processed foods exclusively for rice flour. We will develop varieties and cultivation technologies that can adapt to climate change such as drought and heat waves at all times, introduce tropical and subtropical crops to foster them as new income crops, and strive to develop rapid control technologies against diseases and pests. We will protect the people's healthy table by establishing a safe food production and supply system such as eco-friendly ecological agriculture and safety management of agricultural materials.

Again this year, Korea's agriculture and rural communities are facing major changes and challenges, including expansion of market opening, climate change, and aging population, including FTAs. The huge wave of the Fourth Industrial Revolution, which brings about innovative changes in the national system, society and life as a whole, is also coming in. However, these changes and challenges can be new opportunities depending on how we accept and utilize them. As with the old idiom meaning to ride the wind and overcome the waves, we should not shrink and prepare for the future even more boldly.

The purchase cap for male and female horses, which had been set at $30,000, will be abolished, while restrictions on the trading market will also be abolished. In the case of mares, the introduction of foreign race horses is also planned to be allowed. The introduction of male and female horses to compete will be allowed around 2018. Meanwhile, the Korean Horse Association plans to allow only 25% of the total number of foreign horses to be introduced in order to solve the difficulties of domestic horse production farmers due to the abolition of the upper limit on the introduction of foreign horses. In other words, the government will abolish the upper limit for the introduction of foreign horses and thoroughly restrict the operation of foreign horses to prevent them from turning a blind eye to domestic horses that are lagging behind due to the implementation of the integrated mountain racing and the introduction of the rating system.

In order to establish the basis for the application of the rating system, the Korea Racing Authority will first implement the first-tier handicap race, which clearly reveals the racing ability of the race, and the second-tier race will be implemented in November, when the race horse rating is expected to stabilize. The rating will be announced on the Korea Racing Authority website and today's race, and the announcement will be made before 5 p.m. every Wednesday, divided into "general rating," which includes the rating of racehorses registered as racehorses in the 1st and 2nd groups, and "weekly rating change details," which includes changes in the rating of the race horse in Jeonju. Although not confirmed, the plan to strengthen the competitiveness of Korean racehorses, which is envisioned by the Korea Racing Authority, includes the introduction of excellent horses and the establishment of an industrial feedback system for horse racing sales.

TEST008

Before introducing a full-scale rating system, the Korean Racing Authority will first test-introduce handicap racing based on the rating system to the first team from October. The introduction of the racing system is part of the international standardization work of the Korean racing system that the society is pushing forward. It was generally implemented in foreign countries, but in Korea, only quarterly, semi-annual, and annual racing horse ratings were announced. With the introduction of this system, the ratings of racehorses will be announced every week, and the results of the race will be immediately reflected after the race of the racehorse, reflecting the trend of the race horse's ability to change in real time. Each racehorse's rating is a method in which a handicapper closely judges the race performance of a racehorse that usually competes, expresses the horse's ability as a numerical value, and determines the burden weight when he or she competes based on the rating figures.

In particular, horse racing sales have continued to slow down even though the number of races and the number of days released has increased since 2002, and the horse racing population has also been reorganized mainly for enthusiasts due to a sharp drop in new customers, down 42 percent in 10 years. An official from the Korea Racing Authority said, "Korea Racing Authority has reached the limit of race supply by continuing to increase the number of days released, and the quality of racing has deteriorated due to the expansion of the race supply, which has led to a drop in horse racing demand, resulting in a drop in horse racing's business performance, which eventually leads to a vicious cycle of expanding the race supply again," explaining the background of the race system reform, saying that essential approaches for innovation across horse racing are urgently needed to break the vicious cycle.

After being forced to run at his own expense of 120 million won, he became speechless. After retiring at the age of four, he had to use the seed horse for breeding, but when he came to Korea, he didn't even see the light of the seed horse because it was not verified. In the event of an overseas expedition, the system needs to be improved, such as not only retiring from the horseradish society, but also managing it additionally and putting it into free breeding. If a good horse horse comes out, isn't that true domestic horse production? Otherwise, who would go on an overseas expedition at the risk of high cost? Ten years have passed since his initial term ended.

Korean horses can run after 6 p.m. when foreign horses finish their training. If it's an international race, you're supposed to work out together, but since you're working out late in a state that's already ruined, will you be able to train properly? Even though you go on an expedition with a janitor and spend a lot of money, there is no CCTV in the Mabang. We prepare for the event at a disadvantage, let alone privileges of the home ground. Major King, who won the 2013 Agriculture Minister's Cup, was selected as the third generation best horse in Korea, and went on an expedition to the U.S. in accordance with the Korean Racing Authority's obligation to conduct overseas expeditions.

He also said, "In the morning of September 3, when the mock test for the college scholastic ability test for senior students at Sungsim Girls' High School was held, officials from three civic groups held an unreported rally using loudspeakers to hinder the progress of the listening evaluation, and even insulted school teachers, calling them professional protesters who instigate students." You may think that there is no big relationship between betting online and the number of people admitted, but for fans who like horse racing, online betting has become a link to horse racing in a busy schedule. However, it is analyzed that horse racing fans, who have lost their connection due to the abolition of online betting, have provided a clue for them to move away from horse racing.
