The horse industry is steadily growing in developed countries. It is changing from an industrial structure that was concentrated in the horse racing industry in the past to a leisure sport centered on youth and family through horseback riding. This is an industrial activity that helps livestock farmers generate income, and a movement that conveys health to the public. Therefore, I am confident that it will ultimately establish an important position in the Korean livestock industry in the future. To that end, we need to develop a system and build a control tower that will foster experts and streamline management, and the main goal is to revitalize future consumer youth horseback riding that will increase demand.

Perhaps that's why there were heated candlelight vigils and major changes in the country. Unfortunately, horseback riding, among other things in the Korean horse industry, was at the center of the news and delivered bad images of horseback riding every day. An incident caused tremendous damage to the entire horse industry, which forced many people, including myself, who ran the actual horse racing course, to overcome very difficult times. The first comprehensive plan for the horse industry came as an unforeseen moment for the Korean horse industry, which was growing rapidly, but in some ways, I think it provided an opportunity to publicize the unfamiliar area of horseback riding to the public.

Only then will the demand for the production of horseback riding be activated and will it lead to the generation of profits for members of professional horseback riding producers. If the Producers Association is activated, the development and production of excellent Korean-style passenger horses will be carried out naturally, and the livestock farming policy originally intended by the Ministry of Agriculture, Food and Rural Affairs will be successful. Finally, I wish the Korean horse-related business organizations and workers a hopeful and blessed New Year, and I will end the New Year's greeting.

Food and Rural Affairs at the Korea Horse Producers Association is that if the first horse industry plan was quantitative growth, I hope the second horse industry plan will develop in the direction of qualitative growth. Seven years have passed since the world's only horse industry promotion law was enacted and implemented, but the most important agricultural law revision in the horseback riding sector has not been made. In order to install rural horse riding facilities, existing farmland must be converted into sports land, but excessive farmland conversion charges are a big burden. To improve the reality that many rural horse riding facilities are currently operating without permission and without permission,

In particular, it was a year that caused even more damage to the operators of horse racing courses across the country in difficult conditions due to some kind of incidents, such as Choi Soon-sil's manipulation of state affairs, which made the public aware of the bad image of the horse racing sector, and Jeong Yu-ra's horse riding privileges. In addition, it was a disappointing and regrettable year for professional horse racing producers and horse breeding farmers.Historically, the year of martial arts is a year when eventful events are completed and combined. It is called the Year of the Golden Dog!! It is a auspicious year because it is the year when soil meets and soil with large amounts of alcohol like Mount Musan.

In addition, in order to promote the distribution of high-quality and ethical livestock products, we will expand the certification of welfare farms to implement an animal welfare certification system that consumers trust and animals are happy, and consider the establishment of a special judicial police to strengthen animal protection functions and revitalize the animal registration system. We will do our best to implement One Welfare with the welfare of animals and people by strengthening cooperation with related organizations such as local governments. I hope that the new year of martial arts will be a year to achieve your dream.

The Ministry of Agriculture, Forestry and Fisheries is currently pushing to revise the enforcement rules of the grassland law, which allows the use of auxiliary facilities such as horse-related facilities, livestock experience facilities, farm landscape facilities and simple rest facilities to be included within the scope of livestock breeding without a separate grassland-only permission, but horse riding facilities are not included. Therefore, the Jeju Special Self-Governing Province issued a revised opinion to the Ministry of Agriculture, Forestry and Fisheries' "Enforcement Rules of the grasslands law" so that rural horse riding facilities can be used without going through grasslands-only permission and said it is compromising with the government.

We will also actively support the development of stem cell treatments, which is one of the new growth engines, by securing expertise in the field of plant quarantine, such as strengthening the development of foreign plant pest diagnosis technology and prediction and control technology, and expanding overseas pest research and safety laboratory facilities, and developing technology to respond in the future. To prevent the recurrence of foot-and-mouth disease, we will try to achieve the goal of purifying foot-and-mouth disease by maintaining the positive rate of lean antibodies at more than 70% and establishing a field-oriented regular quarantine system. In addition, we will strengthen the foundation for plant quarantine by making it mandatory to report the detection of pests and diseases, expanding the inspection manpower, establishing a nationwide forecasting network, and establishing a forecast control center to quickly detect high-risk foreign diseases such as foreign red fire ants.

Since the first outbreak of highly pathogenic avian influenza in Gochang, North Jeolla Province, on November 17, additional outbreaks have caused concern to livestock farmers and the people in Yeongam, South Jeolla Province, and Jeongeup, North Jeolla Province. However, with a sense of mission to eradicate it as soon as possible, we have focused on preventing the further spread of the disease and ending it early through precise diagnosis and epidemiological investigations. And as foreign red fire ants were discovered through preliminary observation at the container yard at Gamman Pier in Busan Port on September 28,

Despite various difficult conditions last year, the quarantine headquarters produced excellent results based on the expertise and know-how accumulated so far. As a case in point, the company achieved the feat of advancing the development of the original technology for foot-and-mouth disease vaccine by one year earlier than originally planned, laying the foundation for the "vaccine sovereignty against foot-and-mouth disease." In addition, it contributed to the early end of foot-and-mouth disease by developing the world's first serotype simple antigen diagnosis kit for foot-and-mouth disease in the field. In August, through the reorganization of the quarantine organization,

A new year has dawned full of hope and expectations, and a new year of martial arts in 2018. The new beginning raises hope and expectations, ignites challenges and enthusiasm. I wish you all good health and happiness in the new year. I would like to express my deep gratitude to the farmers and the public officials for rural development who have wisely overcome the hardships caused in agriculture and rural areas over the past year, including drought, hail, and avian influenza. Again this year, Korea's agriculture and rural communities are facing major changes and challenges, including expansion of market opening such as FTA, climate change, and aging population.

There are various types of organizations, including related departments and associations, related organizations, and dozens of horse meat restaurants, but they do not gather together and are united. There is also an association of horse racing grounds (Chairman Noh Chul, CEO of OK Ranch), which is unprecedented in the inland, and it is empowering to speak out in one voice. In the background is the Jeju Special Self-Governing Province Festival Division (Chukjeong Division chief Cho Deok-joon). In the past year, when we have struggled for the development of horse racing amid a desperate crisis, our horse racing has had to suffer great hurt and suffering from social criticism due to distorted perceptions and prejudices about horse racing amid the national confusion of state affairs manipulation. It has even been a year marred by a series of suicides by horse racing officials and the decision to close over-the-counter sales centers in Daejeon and Yongsan, despite the enormous social contribution of the horse racing industry, the negative public view of horse racing and the reality of Korean horse racing, which is gradually losing its place

Korean Horse Racing Authority so as not to lose the essence and identity of horse racing have been a great courage and strength for our horse racing owners to overcome despair and frustration and get back on their feet. Taking this opportunity, I would like to express my sincere gratitude to the horse racing fans. Despite many difficulties over the past year, Korean Horse Racing Authority has been making ceaseless efforts to achieve a breakthrough in overcoming the crisis.
