Horse racing includes assistant teachers, jockeys, and horse managers, and horseback riding is divided into horse riding instructors, rehabilitation horse operators, and horse managers. Foreign countries have various occupations such as horse racing, course designers, and saddle makers, but Korea feels like it is still fixed. There are many questions and confusion while studying horses, but information cannot be easily found in Korea. This is the most regrettable part. In high school, adults were confused with horse racing when they said "horse riding." I had a bad perception of horse racing, so I thought it was bad to say horse racing. So I explained horse riding and horse racing a lot.

After going home and going to the hospital for three weeks, I went to school the day before the exam and practiced only once with my colleagues. And I passed.I think I was lucky. When I took the practical test, I could take the test as Jama, so I took the school horse and rode it. It would have been difficult if I had been assigned a new horse, but it was a familiar and comfortable horse that I used to ride all the time at school, so I felt less pressure and confidence in the test. For this reason, the practical test score came out well. I can't choose one of the most memorable words. I like this and that.

Professor Seung-joo Kwon, who is working as an assistant teacher at Let's Run Park Pukyong, taught me. I learned practical skills in the first grade, so I didn't feel pressured about the difference between the two certificates. I learned general horse riding and racing magic in advance at school and prepared for the certificate more easily. Level 2 of the daily sports instructor practiced obstacles with Professor Choo Ho-geun early or late in the morning before the exam because the obstacles were in the practical subject. In the case of training, racing magic was difficult, so I left early in the morning and stayed at school on the weekends to practice.

Expanding the KRW 100 taxi to all 82 郡 areas, we will create a transportation model suitable for regional characteristics by diversifying transportation such as taxis and buses and business operation methods. We will introduce a care farm that helps vulnerable groups, such as the disabled, adapt to society through agricultural activities and provides vocational training opportunities so that social agriculture can be activated. We will change the budget and system based on the performance evaluation so that the Moon Jae-in administration's agricultural government goals and national affairs can be faithfully implemented.

To prevent foot-and-mouth disease, we will continue to check to ensure that vaccinations proceed smoothly, and we will also promote the establishment of a domestic production system for foot-and-mouth disease vaccines. We will prepare a 'demand customized support program' that allows food companies to autonomously choose policy support projects such as product development and marketing. We will introduce a purchase performance guarantee insurance that allows small food companies to purchase raw agricultural products with credit

From July this year, a wider breeding density standard will be applied to new farms with spawning grounds. We will provide funds for facility improvement so that livestock farmers can switch to the strengthened permit standards early. We will introduce a breeding environment labeling system so that consumers can know and choose efforts to improve the breeding environment of farmers. For farmers who strive to legalize unauthorized livestock, we will come up with relief measures after consultation with related ministries. There may be many difficulties, but please make active efforts in legalization.

Rehabilitation riding is an area that I was interested in when I entered the school. Students come to take rehabilitation riding classes every Wednesday, and they applied for volunteers at the beginning of the semester and gained a lot of experience by volunteering. In the second semester of the first year, I prepared a demonstration test for the second rehabilitation riding class. At that time, Professor Park Geum-ran and Instructor Song Yeon-hee kindly explained and demonstrated next to each other, helping me to teach myself. As such, the intimacy of the students receiving rehabilitation rides was increased and the burden of classes was reduced, and the worries and tensions about the test decreased.

Agricultural accident insurance will ease the rate gap between cities and counties by setting an upper limit on the premium rate, and distribute new farmers' safety insurance products with enhanced coverage to the level of industrial accident insurance. We will reduce frequent drought and inundation damage through water system connection projects and drainage improvements, and also implement earthquake-resistant reinforcement for old repair facilities in preparation for earthquakes. The ongoing negotiations on the revision of the Korea-US FTA will actively respond to the government's position that additional opening to the agricultural sector is impossible.

Project to Support the Cultivation of Threshing Rice'. We will prepare mainly for rough feed and regional specialized crops to minimize the impact on the supply and demand of other crops. In addition, we will increase the competitiveness of the industry and contribute to stabilizing the supply and demand by upgrading the quality of rice, such as expanding the supply of high-quality varieties and improving the grade standards. We will also establish a system to stabilize the supply and demand of horticultural agricultural products. Like the Central Mainland Council, we will strengthen the governance system between the government

Now, by overcoming this reality and straightening the foundation of agriculture, our agriculture is at an important point in moving forward into the future.Agricultural farming in the Moon Jae In government is people-centered farming that values the income and quality of life of farmers and the health and safety of the people. It is an innovative farming that pursues job creation and growth through creative destruction of existing practices. It is a sustainable farming that strengthens the sustainability of the agri-food industry, the environment, and the value of the public interest in agriculture and rural areas. It is a field-oriented reform farming that listens to the voices of the field from the perspective of farmers and the people.

Korea's agricultural and rural communities, which will mark the new morning of 2018, are facing many difficulties both internally and externally. The income gap between urban and rural areas is still large, and agricultural income remains stagnant at the level of 10 million won. It is difficult to find young people in rural areas, with only 1.1% of owners under the age of 40. Farmers' concerns about natural disasters and insecurity in supply and demand remain. The people are demanding fundamental improvements in the safety of agricultural products, livestock diseases, and the livestock environment.

At the end of last year, we were able to inform you of the revision of the Enforcement Decree of the Improper Solicitation and Graft Act. The upper limit for gift expenses for agricultural and fishery products and processed products has been raised from 50,000 won to 100,000 won. The upper limit for congratulatory events will be lowered to 50,000 won, but up to 100,000 won will be allowed when including wreaths. From this Lunar New Year holiday, we expect that the sales of agricultural and livestock products will expand and help ease the difficulties of farmers. Thank you to the people who generously understand the purpose of the revision of the anti-graft law. Korea's agricultural and rural communities,

Yongsan and Daejeon, which had long been in sharp conflict with the local communities, was also decided to relocate through social compromise. There was also a crisis situation. When red fire ants were found, emergency quarantine measures were taken to deal with the situation early. When an insecticide egg incident occurred, all farms were banned from being shipped immediately after detection, and all nonconforming eggs were discarded by conducting a full inspection. Along with this, we pushed for system improvement to prevent recurrence. By fundamentally reviewing the problems raised at the time of pesticide detection eggs, the relevant ministries jointly came up with Comprehensive Food Safety Improvement Measures.

First of all, we considered stabilizing rice prices as the first step in restoring trust in the agricultural government, and through close communication with farmers' organizations and related ministries, we decided on early harvest season measures to isolate 720,000 tons of rice from the market, the largest volume ever. Thanks to this, rice prices, which remained at levels 20 years ago, exceeded 150,000 won immediately after the announcement of the measures, and have continued to rise so far.The purchase price of public reserve rice and market quarantine grains from 2017 has also increased by 19% year-on-year, and the purchase price of 52,570 won per 40 kg bag of rice has been completed by the end of last year.

The new year of the 2018 martial arts has come. I wish you and your family full of hope and happiness for the new year. I bow down to the farmers for their hard work in producing abundant food despite difficult conditions such as drought and hail last year. I would like to express my gratitude and condolences to the farmers and the quarantine officials who are making all-nighter efforts to prevent the spread of avian influenza even at this time. In particular, I pray for the repose of the late Kwon Sam-joo of Gokseong County Office, who changed his reputation after devoting himself to quarantine work on December 23, and express my condolences to the bereaved families.

Regarding the pesticide egg scandal, which has become a social issue, we will strengthen the management and supervision authority of the Korea Food Safety and Management Certification Institute and emergency inspections of HACCP-certified farms by revising related laws to improve the overall business process so that safe livestock products can be distributed by canceling certification when harmful substances such as pesticides are detected. We will push for early exports of items that have been suspended due to the outbreak of diseases in Korea, support stable and continuous quarantine of items such as samgyetang,

We will do our best to prevent the spread of highly pathogenic avian influenza, which is currently occurring intermittently in duck farms, and to end it early. We will make preemptive and effective quarantine management possible through scientific epidemiological analysis based on information and communication technologies such as the Internet of Things and big data.To prevent the recurrence of foot-and-mouth disease, we will try to achieve the goal of purifying foot-and-mouth disease by maintaining the positive rate of lean antibodies at more than 70% and establishing a field-oriented regular quarantine system. In addition, we will strengthen the foundation for plant quarantine by making it mandatory to report the detection of pests and diseases,

In addition, for the development of the animal medicine industry, various communication channels were set up, including on-site meetings focused on public-private communication, workshops, and regular operation of visiting civil service counseling centers, and the euthanasia rate of abandoned animals was reduced by improving animal protection promotion and animal protection center operation system. As such, last year, the quarantine headquarters ran tirelessly to create a "healthy livestock environment for animals and the people" based on the efforts of all employees and to realize a "border quarantine that protects the agricultural and livestock industry foundation and agricultural environment.

Since the first outbreak of highly pathogenic avian influenza in Gochang, North Jeolla Province on November 17, additional outbreaks have caused concern to livestock farmers and the people in Yeongam, South Jeolla Province, and Jeongeup, North Jeolla Province, but with a sense of mission to eradicate it as soon as possible, we have focused on preventing the further spread of the disease and ending it early through precise diagnosis and epidemiological investigations. And as foreign red fire ants were found through preliminary observation at the container yard at Gamman Pier in Busan Port on September 28,

Despite a number of difficult conditions last year, the quarantine headquarters produced excellent results based on the expertise and know-how accumulated so far. As a case in point, the company achieved the feat of advancing the development of the original technology for foot-and-mouth disease vaccine by one year earlier than originally planned, laying the foundation for the "redemption vaccine sovereignty." In addition, it contributed to the early end of foot-and-mouth disease by developing the world's first serotype simple antigen diagnostic kit for three types of foot-and-mouth disease.

Unfortunately, the death of two horse racing managers in Pukyong led to public opinion that the job insecurity, excessive competition systems, and poor working conditions of horse racing workers should be improved. In the process, the managers in Seoul drove them to the dichotomy logic that they worked less and took more salaries because employment was stable and competitiveness was low. The history of Seoul and Pukyong is different, and the working experience and average age of horse racing workers are not discussed at all, and the media reported the logic of horse racing that Seoul is high cost,

Korea Society of Animal Science in 2017 and its growth as an active participant in the development of livestock in Korea, the Society of Horse Research and Industry intends to make an academic contribution to the development of the sound horse industry through mutual cooperation and convergence in accordance with the policy to expand the special horse industry zone, which is to be additionally designated in 2018. As regional governments still play an important role as control towers, they should be able to eliminate overlapping investments or inefficiencies among local governments in the special zone, and the government should find ways to enhance their functions as special zones.

Perhaps there has not been a year as eventful as this. Currently, horseback riding is in an endless fog, and horse racing is overcast with dark clouds. The media and broadcast reports of bad events related to the horse industry played a part in this. It is time to think a lot about how to overcome this crisis in the horse industry. Horse racing is a youth horse racing, and horse racing is putting a lot of effort into finding a way out as an international race, but compared to that effort, the effect is not that great yet. However, I think there will be consequences if you keep trying. Racing Media is also struggling with unexpected things this year,

As soon as he takes office, he will promptly start processing each department's work, he said. In fact, he reportedly received reports on each department's work on the day of his inauguration, last weekend, and until July 24. Most welcome news was that he stressed that he would ensure that all possible areas of work are carried out in a transparent manner, recognizing that the Korean Horse Association is neither an intelligence agency nor an institution that requires special security. He also said that this is the shortest way to restoring trust to the public. Analysts say that the remarks were made in consideration of the deterioration of the image of the Korean Horse Association and the horse industry,
