Most welcome news was that he stressed that he would "make sure that all possible areas of work are carried out in a transparent manner," recognizing that "the Korean Horse Association is neither an intelligence agency nor an institution that requires special security." He also said that this is the "shortcut to restoring trust to the public." Analysts say that the remarks were made with the problem of deteriorating the image of the Korean horse racing society and the horse industry, which was triggered by former chairmen cutting off or avoiding some media at the "advice" of some followers.

As a major improvement task, the requirements for designating a special horse industry zone will be reviewed from Zero Base to revitalize the ▴ restaurant industry, and the installation of solar power facilities currently banned in the agricultural promotion zone will be allowed until the end of 2014 to significantly ease the requirements for designating excellent restaurant zones to revitalize the ▴ restaurant industry. In order to be designated as a special horse industry zone under the Horse Industry Promotion Act, it is stipulated to have 50 horse breeding farms, more than 500 horses, and 2 billion won in sales. However, in the future, the government plans to significantly ease the overall designation requirements by negatively improving the number of farms, breeding heads, and sales so that the fostering of the horse industry can be activated in consideration of the conditions for raising horses by region.

Prior to restoring public trust, he said that the first priority was to create an organizational culture that trusted each other, and that he promised to do so because the most important value in practicing this is fairness in personnel management as the head of the Korean Racing Authority. Chairman Kim Nak-soon said, "We will protect the trust of the organization through fair personnel management and we will deploy personnel in the right place according to our capabilities," and stressed, "Fair personnel management will be the trademark of that Kim Nak-soon.

He also said that generating profits through horse racing is not an end, but a means. Instead of maximizing profit creation, publicity and shareability should now be prioritized, and "our community will strive to become a healthy institution that expects the highest productivity in its best condition." In particular, since the establishment of infrastructure to revitalize horse racing is also an important value, he said, "We believe that not only horse racing but also the horse racing industry needs to grow together to complete the development of the horse industry in a true sense.

Emphasizing that the only way to apologize and ask for forgiveness is to be reborn, he said he wants to make the day of his inauguration be remembered as "the starting date of a new history that promises and declares to the people that it is a place to be reborn as a horse society of the people." Above all, he emphasized that he would love and trust the Korean horse society organization indefinitely, and said, "We can be loved enough depending on how we do it."The two tasks of the Korean Horse Association, which Chairman Kim Nak-soon revealed, were the restoration of public trust and the handling of difficulties in the declining of the horse racing industry.

Chairman Kim Nak-soon was first called as the 36th chairman of the Korea Racing Authority and said it was a personal honor. As with most inaugurations, he mentioned the weather and said, "The cold start is not so much the public's view of the current Korean Racing Authority as the weather," adding, "I am truly afraid of the public's strict order to be reborn with a great sense of responsibility." Although he was branded as the head of a state-run company subject to public distrust, criticism, and deep-rooted evils, he said he would not hold people accountable for any reason.

Although the goal of integrated racing and entering Part II of Korean racing has been achieved, there is still insufficient support for the improvement of racehorses and the stable establishment of the production base, so I am concerned that the racehorses production industry, which is the basis of horse racing, will become an unstable house of thought.Looking at the unprecedented situation, such as the postponement of the CSAT due to last year's Pohang earthquake, the horse industry has not had a strong production base and is designed to withstand the thought that it could collapse in a moment.

We look back on Korea's horse industry policy once again, and we hope that the completion of Part II and the era of natural Part I will come with the production of domestic horses that surpasses foreign horses thanks to the establishment of policies and investment that can develop co-prosperity. We sincerely thank the horse racing fans who always give us a lot of love for domestic horse racing, and we will do our best to produce faster and stronger horse racing horses through improvements such as replacing excellent seed horses thanks to your interest and support.

Seven years have passed since the world's only horse industry promotion law was enacted and implemented, but the most important farmland law revision in the riding sector has not been made. In order to install rural horse riding facilities, existing farmland must be converted into sports land, but excessive farmland conversion charges are a big burden. In order to improve the reality that many rural horse riding facilities are currently operating without permission and without permission, it must be resolved during the second horse industry plan.

Moreover, without the announcement of the "Second Five-Year Comprehensive Plan for Promotion of the Horse Industry" by the Ministry of Agriculture, Food and Rural Affairs, in September 2017, the Korean Horse Industry Promotion Headquarters announced that it had divided the period into three stages every five years by 2030 to grow horse industry-related projects with the aim of creating 200,000 horse-riding populations and set a budget of 3 billion won.The announcement of the Korea Racing Authority seems to be similar to the government's

The new Yongsan branch, whose opening date is about a month away, will be installed and operated as a "complex leisure type in the city" model among the new over-the-counter branch models selected by reflecting opinions from inside and outside the horse racing industry and demands from the environment surrounding the over-the-counter branch. The over-the-counter complex leisure-type branch in the city will drastically improve the image of the existing over-the-counter branch, which is somewhat negative, and above all, will implement a designated seat system on all floors of the viewing area to provide a pleasant atmosphere for horse racing. On the first floor of the ground, the use is limited to spaces such as social contribution-type cafes, and workplaces are provided to young people with disabilities.

However, the Horse Industry Promotion Act was enacted by the government in 2011 as an alternative to increasing income in rural areas at the expense of the agricultural sector to strengthen the export competitiveness of the manufacturing industry. It is part of the government's long-term agricultural policy, not a temporary one.The government's "First Five-Year Comprehensive Plan for the Promotion of the Horse Industry"

North Korea's successive nuclear tests and missile launches led to not only domestic but also international security crises, including the U.S. and Japan, and economic crises caused by China's retaliation against THAAD, and it was a series of national challenges that could not be relieved internally and externally. Perhaps because of such domestic and international circumstances, the comprehensive plan to foster the horse industry, which is the central plan of the Korean horse industry, is to be established every five years under the Horse Industry Promotion Act,

Emphasizing the future, people who are not familiar with the situation blindly invest. Recently, even famous horse racing tracks have been shut down due to financial difficulties, and people should not invest without seeing the gloomy side behind their backs. I am worried about how many side effects will occur in the society in the future. Horses are not all about turning off the lights and turning off the engine like a car. Since it takes human hands to raise a horse, the process costs are very high, and it is not easy to make a profit with ordinary effort. It's time to think about creating real profits. I think the government's will and efforts are great for the horse industry to go right.

Horses start walking and running as soon as they are born, but people do not realize their accurate motor functions until well over 10 years have passed. If you compare the horse industry development method to a person, you will be just 8 years old when you enter elementary school next year. I think the current difficulty is a growing pain for the horse industry to grow and develop further. I hope that the rehabilitation horse industry will develop so that people who wisely overcome the crisis will show interest and affection for the horse industry,

Rehabilitation horseback riding is a beautiful activity that people and horses create together. Founded in 1969, an American rehabilitation horse riding association has 881 centers that specialize in rehabilitation horse riding and 4,800 rehabilitation horse leaders provide rehabilitation horse riding programs to 66,000 participants. This is possible because there are 62,000 volunteers, thousands of donors, and 7,800 rehabilitation horse riding horses. The centers are established and operated by donations, and many volunteers participate directly and indirectly from feeding to running the centers.

Other researchers in Korea are also applying the rehabilitation riding program to various disorders such as ADHD, internet game use disorder, and intellectual disability, and presenting positive research results. Based on these achievements, the Korea Rehabilitation Horse Association was established in 2013, and on December 22, 2017, the Korea Rehabilitation Horse Association received approval from the Ministry of Agriculture, Food and Rural Affairs to establish a corporation. The Korea Rehabilitation Horse Racing Association will encompass related organizations,

Korea's rehabilitation horse riding began in 2001 as a social public interest project by Samsung Electronics Hiking Troupe. I participated in the rehabilitation horse riding program with a light heart that allows children with brain lesions to have a different experience as an event, but the rehabilitation effect for children with disabilities was more than expected. Children with brain lesions participating in the rehabilitation horse riding program through the rehabilitation medicine department not only enjoy participating and gaining confidence every hour,

When there was a big event that will go down in history, and the case became public, I was embarrassed to think about how our Republic of Korea would be seen on the world stage, but I am proud to think about all of our people who overcame it wisely. What is unfortunate, however, is that the horse industry is still difficult in the aftermath of the incident, even though it has been a year of passing by, writing new history. This is because the thorny path of the horse industry, which began when a horse was at the center of last year's historical event,

Fortunately, the "Measures to Improve the Employment Structure of Horse Managers," signed last year by the two major labor unions, the Korean Horse Association, Euljiro Committee, and the Ministry of Agriculture, Food and Rural Affairs, will hold a working-level meeting with the Horse Racing Working Committee on a quarterly basis to discuss horse racing plans and pending issues related to practical affairs. It is hoped that communication between the Korean Horse Association and horse racing-related organizations will be facilitated and the voices of the field will be properly reflected in the system.

Since then, members of the Korean Racing Authority chanted slogans such as "withdrawal of horse racing innovation," "guarantee of job security," and "guarantee of survival rights" in front of the main gate of the society on snowstorms. I want to stop shouting such slogans. It was not just last year's event. Kim Nak-soon, the 號 of the Korea Racing Authority, set sail. We hope that the Korean Racing Authority will clean up all the irregularities with the previous administration and create a developing Korean Racing

Seoul Racecourse has improved the working conditions that senior managers and senior workers have been in poor condition over the past 100 years. It's not that I'm not going to work or do less, but that I should work while keeping laws, regulations, and systems. It means that the employment of horse managers, the right to survive, and safety from industrial accidents should be premised, and the Pukyong Racecourse should also come within the boundaries. Anyway, another year has begun. This year, I hope the monster of "horse racing innovation" will be calmed down.
