Since the enactment of the Industrial Promotion Act at the end of 2011, the horse industry has grown rapidly due to the efforts of the Ministry of Agriculture, Food and Rural Affairs, but has gone through a transitional period in recent years. I think this time is not a recession but a period of leap forward. As we believe that the period of leap forward will soon enter the maturity period, we believe that what we need most is the training of professional manpower before going to the stage of stabilization. Industrial training through specialized institutions is essential

If crisis and pain give us another opportunity, it would be right to boldly put it on the operating table and cut out the rotting part to improve our constitution. However, it would be dangerous to improve too much of it at once. Horse industry officials have played an important role in the development of the domestic livestock industry. If we continue to think about and discuss the horse industry, I believe there will be a better direction to reduce pain. If a sound horse industry is established again, the crisis will be a turning point.

There are still unfavorable factors such as a decrease in the sales of racetracks, which are the pillars of the domestic horse industry, a horse racing course that is closing down, a manpower in the horse industry who has nowhere to go, a negative perception of the horse industry, a rising number of workers in low-payments and difficult environments, a company that avoids the horse industry, a company that avoids support, a avoidance of horse production, and a professional technical job that is decreasing jobs.

Looking back at the year, as always, I think it would have been better if I had made a little concession. I think it comes from my greed and obsession that I am right and that I have to change it in the new year, but it is not fixed again. The Jangje Association, a small group of about 90 people in Korea in 2018, is working together to find a new way by integrating what was divided into two groups into one group and to fulfill the developmental role of the domestic horse industry. I want to do my best to manage the horse's hoof, which is the second life for horses,

Other horse industry special zones should also actively follow good policies and systems. In addition, new development plans should be sought by reorganizing the form, functions, and systems of the horse industry through the revision of the Horse Industry Promotion Act. With the current structure, we can never guarantee the future of the horse industry. In particular, the government should minimize damage to the field caused by consumptive policies by the unification of the horse industry, which is divided into the Ministry of Agriculture, Food and Rural Affairs and the Ministry of Culture, Sports and Tourism.

In addition, opposition from local governments and farmers' organizations is spreading. Five city and provincial governors, including Busan, Gyeongnam, Gyeongbuk, Gyeonggi and Jeju, where the racetrack is located, said in a joint proposal late last month, "Excessive regulations on the legal gambling industry will only increase the underground economy, including illegal gambling, and will adversely affect local finances due to a decrease in local tax revenues," urging them to review electronic cards and suggest ways to enhance the competitiveness of the legal gambling industry. Agricultural and livestock-related groups are also raising opposition, saying that the regulations on the horse racing industry by the audit committee will lead to a reduction in the livestock development fund and welfare projects for farming and fishing villages.

There is also a popular singer performance. The "7080 Romantic Concert," featuring Kim Soo-hee, Lim Byung-soo, Kim Jong-hwan and Jin Simon, who are favored by middle-aged people, will be held on the evening of the 13th.

Now, in general, if you listen to the opinions of participating companies, they say that the results were quite successful. For example, a ranch in Daegwallyeong is receiving reservations for outside rides next year through participation in the fair, and quite a lot of reservations have been made. A Mayu cosmetics seller in Jeju says that some of the Mayu products brought are so popular that they are sold out. Horseback riding coupons, which were jointly sold by horse-riding operators, were even more successful.

Governor Woo Geun-min met with former King Mizan at Hanwha Resort Jeju in Jeju City on the 16th, when the Jeju Open endurance riding competition was held and a symposium was held. Governor Woo Geun-min recalled visiting Malaysia to former King Mizan, saying, "Jeju has been well known to Malaysia due to investment agreements between airline A and group B, and there are nearly 70,000 tourists." He also expressed his expectation for the Jeju Open endurance horse race, saying, "I hope horseback riding will contribute to the revitalization of Jeju tourism."

Park Seoul was selected as an additional fair site because it wanted to show visitors various aspects of the horse industry in addition to the appearance of the fairground. It is difficult to implement in horse racing competitions, horse culture performances, and urban fairgrounds, but it is a good attraction for visitors and is an important content of the horse industry. For that reason, Let's Run Park Seoul, which is a relatively long distance, was also decided as the venue. When analyzing the performance of the industrial fair at the end of 2016,

The Blue Flag, which is in the second division, is a very expensive horse that has studied in the U.S. for a year and participated in all major mare races, but my grades are still not good enough. My grades in regular races were good. Now that I'm three years old, there is a desire to run in the horse market next year. If not, I have a plan to retire and become a mare and cross with "Triple Nines." It's a volatile idea because it's a plan.

Currently, there is a recreational tea in Jangsu, but Gujeolitis needs to be treated more, and there is a problem with the seed bone, so it needs to be treated. Other than that, there is nothing too bad. For a 6-year-old, he is still in very good condition. I want him to stop retiring because he is 6, but I don't think so. Since I have time, I will give him enough rest until next spring and talk to his assistant teacher Kim Young-kwan about his future while checking his condition. The decision will be made around March next year. There is a saying called 'Blue Chipper,

At that time, he complained to Lim, "Don't think about winning first place,

It was possible because behind "Triple Nine," which set an unprecedented record, there was Choi Byung-bu, who respected and cared for horses and people. "The reason why Triple Nine was able to come this far is the interest and support of the fans and customers," he said first of all, expressing his gratitude to the fans. After three consecutive presidential victories, he won four consecutive gold medals this year, and the Grand Prix won a star in 40 games, but words do not express his feelings.

Despite the good purpose of its launch, the Horse Racing Industry Advancement Forum has been unclear whether it will continue due to the exhaustion of topics, lack of participation, and financial problems. The suspension was discussed due to the expiration of CEO Kang Yong-sik's term as president of the Seoul Horse Racing Association, but it was agreed to continue until this year, leading to the final 14th Horse Racing Industry Advancement Forum.Although the Horse Racing Industry Advancement Forum has not reached its ultimate goal of resolving the communication disconnection between horse racing actors, which has previously emerged as a big problem in the horse racing industry, and jointly responding to current issues facing the horse racing industry, it is considered to have laid a significant foundation for the development of Korean horse racing in that it has opened the way for communication between related organizations and set up time to discuss current issues in the horse racing industry.

Representative crab items included horseback riding operators to jointly sell discount coupons, and there were events in which horseback riding-related companies directly promoted and sold their products to customers in the form of a showcase. In addition, I think it is necessary to spread nationwide by holding horse industry fairs in areas other than the metropolitan area in the future. The metropolitan area has already held several fairs and has achieved its own results. In reality, it may be difficult to hold the next fair in the provinces right away, but I think it is possible to hold the next fair in another region.

An official from the Ministry of Economy and Finance said, "I understand that the Audit Committee is considering introducing an electronic card system in the lottery," and added, "It is pointed out that installing and managing electronic card identification devices at lottery stores across the country is not economical, so we ordered a research service to analyze the effect of introducing electronic cards."As the government moves to introduce electronic cards to the lottery, the legal enforcement industry is protesting against the government's push for regulations on the legal enforcement industry, saying that even though the audit committee has continued to impose strong regulations on the legal enforcement industry, it will have the adverse effect of driving users of the legal enforcement industry to illegal gambling.

Safety and environmental management in the production stage are the basic requirements for providing food that the public can feel safe about. In preparation for the introduction of a system to strengthen pesticide allowance standards, we have thoroughly prepared for the implementation of the system by conducting traveling education for elderly farmers. In this year, the first year of implementation, we will operate around the system so that the system can be settled, and we will support visiting consulting and preliminary safety surveys to farmers.

Local food is attracting attention as an alternative distribution system that complements the limitations of the current agricultural distribution system and creates stable sales channels for small and medium-sized farmers and local jobs. Since 2018, the Ministry of Agriculture, Food and Rural Affairs has been creating a pilot model to expand the supply of local agricultural products to 14 public institution cafeterias and military units in the border area in Naju Innovation City. This year, we will increase the proportion of local food in Naju public institutions

Focusing on the Council for the Reorganization of the Direct Payment System in which farmers' organizations and experts participate, we will come up with an implementation plan by the first half of this year. Stabilization of rice supply and demand must be premised for the successful reorganization of the direct payment system. This year, we will continue to adjust production including fallow season, and support other crop cultivation projects by linking maintenance and mechanization of drainage channels.

The Horse Racing Industry Advancement Forum held a preparatory meeting in April 2010 led by Kang Yong-sik, who was the president of the Seoul Horse Racing Association at the time, and began its activities in May 2010 and has been striving to find developmental alternatives to national awareness calls and horse racing advancement through various discussions across the horse racing industry for four years until this year.

We will also actively discover and revitalize industries that can create new jobs, such as livestock quarantine and hygiene management, urban agricultural management, and life horse riding service. Together, we will create jobs based on rural communities and local resources. We will expand social agricultural practice organizations that provide healing and care services, and provide accounting services to various social economy organizations.
