The Committee was looking at the proposals to build the Oxford, Worcester & Wolverhampton Railway as a Broad Gauge line, which was heavily opposed by some Iron-masters, including the Earl of Dudley, whose own private railway was already under construction as a Standard Gauge line. The House of Lords Committee widened its remit to look at all aspects of the Gauge of Railways. (A bound copy of the report is in the library of the Ironbridge Institute).
